P&Z workshop continues for River Haven zoning

The Navasota Planning and Zoning Commission (P&Z) held a Regular meeting and workshop Thursday, Jan. 23, to receive additional comments and hold further discussion regarding rezoning properties located in the River Haven subdivision on SH 105 West.

The properties are located in an area of River Haven annexed by the City of Navasota in 2009 and automatically designated A/O, Agriculture/ Open Space district, per city ordinance. According to Community Development Director Lupe Diosdado at the Jan. 9 meeting, no rezoning applications were ever submitted so the properties have remained A/O. Rezoning A/O properties to streamline the development process has been an ongoing project by Planning and Zoning for the last two years.

Co-owner James Havens stated his desire to see the zoning stay as is. Havens produced plans drawn up approximately nine years ago detailing a section for “office condos” suitable for physician’s offices, another section that would house 72 condominiums and a “Fredericks-burg” type area of courtyard cafés with small, upscale retail shops. Custom residential homes would be built within a gated community.

Havens’ discussed his desire for an urgent care facility on the west side of the railroad tracks and said that he was willing to donate a section of land for a 24-hour healthcare facility.

According to Havens, his family has not actively marketed the properties because the time hasn’t been right, but he said, “We’re close to it.”

Two River Haven residents stated their concerns about construction of commercial property that would back up to or face their properties, but Nick Hildebrandt said he was not opposed to a small health care facility on the east side of the subdivision property.

Havens said, “Anything we do out there is going to be to a high standard.”

Before adjourning, commissioners approved the minutes of the Jan. 9 meeting. Present were chairman Randy Peters, James Harris, Patty Tokoly and Todd Wisner. Dia Copeland, Carolyn Katkoski and Dr. John Walla were absent. Administrative Assist Kathrine Thogerson was present on behalf of the City.
