Navasota welcomes new Grants Coordinator

The City of Navasota announced the promotion of Wilma (Kay) Peavy to the position of Grants Coordinator.

As Grants Coordinator, Peavy will be responsible for coordination and oversight of the city grant program and acting as liaison between the City of Navasota and the respective granting agencies. This position is accountable for the administration, implementation, reporting and financial tracking of local, state, and federal grants, along with grants offered from foundations, private entities, and nonprofit organizations. In fulfilling this role, Peavy will work closely with the City of Navasota’s executive leadership team, including Finance Director Lance Hall, Economic Development Director Rayna Willenbrink, and City Manager Jason Weeks.

“Kay brings extensive knowledge of purchasing, and working with public agencies. I am excited to see what new ideas and new grants she will be able to bring in for the city,” commented Finance Director Lance Hall.

In Oct. 2020, after 33 years of employment, Peavy retired from Prairie View A&M University (PVAMU), as Executive Director for Procurement & Disbursement Services. During her tenure at PVAMU, she gained a wealth of knowledge in reviewing contracts and grants, and providing leadership for the entire supply chain function. She also worked with and provided support services for the University’s Grants Office. Additionally, Peavy received instruction in grant requirements and processes during her Master of Community Development course work at PVAMU.

Peavy was hired as a Budget Analyst for Navasota in Apr. 2021. In this role, she was responsible for the accounts payable process, ordering supplies and assisting the Finance Director with budget preparation. Upon the vacancy of the Marketing & Communications position, Peavy volunteered to assist with oversight of the Navasota Artists in Residence Program (NAIR), maintaining the city’s webpage and social media sites, and issuing press releases. In this role, she has worked with the Art’s Council of Brazos Valley reviewing and recommending Hotel Occupancy Tax (HOT) Fund grants, reviewing applications and interviewing applicants for the NAIR Program, acting as the liaison between the artists and City Administration, and coordinating engagement of the artists in City sponsored activities.

“One of the key positions Council emphasized during my hiring process was the need for Navasota to have a grant writer. I was extremely excited when I found that Kay had the skill-set and experience to oversee the grants management duties for Navasota. I know she will succeed in her new role,” stated Navasota City Manager Jason Weeks.

Peavy began transitioning to the Grants Coordinator position Feb. 1, 2022, while continuing to assist with Budget Analyst duties until the position is filled.
