Replats and site plans on P&Z agenda

The Navasota Planning and Zoning Commission (P&Z) held a Regular Meeting Thursday, May 13 and on a 4-1 vote approved the preliminary site plan for a welding service store on Spur 515. The application was submitted by David Waters for the property located at 1002 Spur 515 and included a fee in-lieu-of-sidewalk-installation totaling $12,748.32.

Development Services Director Lupe Diosdado said the City has been working with Jacob Malek of MBC Management and the preliminary site plan meets city ordinances; however, the circle driveway requested is pending TxDOT approval.

Referring to a note on the plat indicating a service station once occupied the site for 15-years, Commissioner Todd Wisner questioned the decommissioning of old gasoline storage tanks and soil testing. Longtime Navasota residents, Commissioners Carolyn Katkoski and James Harris confirmed the former business in question was not a fuel pumping station.

Other questions related to draining and standing water, and Malek advised that whatever the configuration will be after TxDOT’s review, driveways will meet the city fire code.

Waters told commissioners, “The type of business will be a welding supply. For a good portion of the building, I will have office-lease space next to the store front. There will also be a propane refill station and there will be a bottle dock for loading and unloading rental bottles for different types of welding gases.”

The move to approve was contingent upon TxDOT driveway approval and passed with Wisner voting nay.

Plat vacation

P&Z also approved a vacate request submitted by Jose Alfaro to reverse a previous request to subdivide his 5-acre lot at 74 Dove Trail which was approved in 2018.

Diosdado said, “After it was approved and filed, he was made aware that there is a deed restriction inside Dove Crossing which prevents those large 5-acre lots at the back to be re-subdivided or replatted. He wants to officially undo that. He’s getting ready to sell the property and wants to get it right for the new owner.”

Diosdado clarified that the City has no enforcement authority over deed restrictions for subdivisions.

He said, “So that’s not even something we look at. We just look at our zoning ordinance for lot size and the subdivision ordinance for all the other requirements. He met all those which is why it was approved but he found out later it wasn’t allowed.”

Other business

Before adjourning, commissioners approved the minutes of the April 22 meeting.

Present were commissioners Dia Copeland, James Harris, Carolyn Katkoski, Patty Tokoly, and Todd Wisner. Chairman Randy Peters and Dr. John Walla were absent. Diosdado represented the City of Navasota.
